Donna writes: "This is an old family favorite...very rich! I usually double the recipe and put it in a 13x9-inch pan and the cooking time may be a little longer. I just bake it until it is nice and golden brown on top. Enjoy!"
Preheat oven to 350° F. Melt caramels and cream or evaporated milk in double boiler, stirring frequently, until blended and creamy. (Can be done in microwave.)
In separate bowl, mix brown sugar, melted butter, baking soda, and salt. Add flour and oats. Mixture should be crumbly. Spread 1/2 of this mixture in 8x8-inch pan, and bake for 10 minutes. When done, sprinkle chocolate chips and nuts over this crust. Spread caramel mixture over this, then spread the remaining crumb mixture over that. Pat down gently. Bake again for 20 to 30 minutes or until top is golden brown. Chill for 1 to 2 hours before serving.
